  • Assam government unveiled the “Assam State Policy to Combat Human Trafficking and End Witch-Hunting,” aiming to address these pressing issues that disproportionately affect women and girls in the state.

Important Key Points:

  • Policy Objectives:

    • Integrated Approach: The policy seeks to ensure prevention, protection, and rehabilitation of survivors, emphasizing proactive measures in prevention and prosecution.

    • Dedicated Funding: A separate budget head will be created, with allocations supplemented by existing provisions under Mission Shakti and Mission Vatsalya.

    • Nodal Agency: The Department of Women and Child Development will serve as the primary agency for implementation, coordinating with various departments designated as core or allied stakeholders.

    Human Trafficking:

    • Recognition as Organized Crime: Acknowledged as one of the fastest-growing criminal enterprises globally.

    • Recent Statistics: In 2024, authorities arrested 700 traffickers and rescued 900 victims.

    • Enforcement Mechanisms: The policy proposes the designation of Anti-Human Trafficking Police Officers and a State Anti-Human Trafficking Nodal Officer. Anti-Human Trafficking Units, under the Ministry of Home Affairs, will be responsible for rescues and investigations.

    Witch-Hunting:

    • Legal Framework: The Assam Witch Hunting (Prohibition, Prevention and Protection) Act, 2018, categorizes witch-hunting as a cognizable, non-bailable, and non-compoundable offense.

    • Ongoing Challenges: Despite a decline in cases post-enactment, 32 cases were registered between 2022 and 2024, indicating the persistence of the issue.

    Implementation Strategy:

    • Multi-Tier Committees: Establishment of committees at the Gaon Panchayat, District, and State levels to address cases effectively.
