Cabinet Approves New Ammonia-Urea Complex in Assam
The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved the establishment of a 12.7 LMT per annum brownfield ammonia-urea complex at Brahmaputra Valley Fertilizer Corporation Limited (BVFCL), Namrup.

- Project Cost & Funding: ₹10,601.40 crore with a 70:30 debt-equity ratio, under the New Investment Policy, 2012.
- Timeline: Expected completion within 48 months.
- Joint Venture (JV) Structure:
- Government of Assam – 40%
- BVFCL – 11%
- Hindustan Urvarak & Rasayan Limited (HURL) – 13%
- National Fertilizer Limited (NFL) – 18%
- Oil India Limited (OIL) – 18%
- Additional Approvals:
- 18% equity participation of NFL, exceeding Department of Public Enterprises (DPE) limits.
- Formation of an Inter-Ministerial Committee (IMC) to oversee the project implementation.
This initiative aims to boost domestic urea production and support agricultural and economic growth in the region.
